How the Phase 1 QR code is built

The code carries five details, each stored as a tag, a length and a value (TLV): the seller name, the VAT registration number, the invoice timestamp, the invoice total with VAT and the VAT amount. The tags are 1 to 5, in that order.

All the bytes are joined and converted to Base64 text, and that text is what the QR image holds. A phone scanner therefore shows a string of letters and numbers, which this tool can decode back into the five fields.

Each value can be at most 255 bytes long, because the length is stored in one byte. Arabic letters take two bytes each in UTF-8, so a long Arabic seller name reaches the limit sooner than an English one.

The five Phase 1 fields

Good to know

  • This tool makes the Phase 1 code. Under Phase 2 an invoice carries more technical elements, including a cryptographic stamp, that only your invoicing system can produce, so a code made here is not a Phase 2 QR code.
  • For real invoices, let your invoicing system create the QR code. This generator is for learning, testing and checking what a code contains.
  • Phase 1 requires the QR code on simplified tax invoices, the invoices issued to consumers.

QR code questions

What does a ZATCA QR code contain?

In Phase 1 it contains five details: the seller name, the VAT registration number, the invoice date and time, the invoice total with VAT and the VAT amount. They are packed as TLV and encoded in Base64. Phase 2 adds further technical elements.

Do I need a QR code on every invoice?

Phase 1 requires it on simplified tax invoices, the ones issued to consumers. Under Phase 2, invoices of both types carry a QR code among their technical elements.

Can I use a code from this tool on a real invoice?

It is built for learning and testing. A real invoice should get its QR code from your invoicing system, which also keeps the numbering and storage consistent and, under Phase 2, produces the cryptographic stamp and the connection to ZATCA.

Why does my scanner show random letters?

The QR image holds Base64 text, not a readable sentence. Paste that text into the Read a QR code box of this tool to see the five fields it contains.

What format should the timestamp have?

Use the ISO 8601 form with a time zone, for example 2026-10-06T14:30:00Z, or 2026-10-06T14:30:00+03:00 for Saudi time. Copy the date and time printed on the invoice so the code matches the document.
