What the validator checks
The validator decodes the Base64 text in the code into its tag, length and value fields, then checks the five Phase 1 fields one by one: that each is present once and in order, that the seller name is readable, that the VAT registration number has 15 digits starting and ending with 3, that the timestamp is a real ISO 8601 date and time, and that the total and VAT amount are valid amounts.
It then compares the fields with each other. The VAT amount cannot be larger than the total, and at the 15% standard rate the VAT should be about 13% of the total. A different implied rate is flagged as a note, because zero-rated, exempt and mixed invoices can be correct.
What this validator can and cannot tell you
- It checks the format and consistency of the data inside the QR code. It cannot tell whether an invoice is genuine or whether ZATCA has accepted it.
- For Phase 2 codes it confirms that the five Phase 1 fields are right and that the extra technical fields are present. The cryptographic stamp and the signature can only be verified by the issuing system and by ZATCA.
- Pictures are read in your browser and are never uploaded. Nothing you paste or choose is stored.
- If a picture will not scan, crop closer to the code, use a larger image, or paste the text your phone scanner shows.

How do I check an invoice QR code?

Does a valid result mean ZATCA accepts the invoice?
No. It means the code is well formed and consistent. Whether an invoice is accepted depends on your invoicing system and, under Phase 2, on clearance or reporting through the Fatoora platform.
Can it check a Phase 2 QR code?
It reads Phase 2 codes, checks the five Phase 1 fields and confirms the extra technical fields are present. It cannot verify the cryptographic stamp or signature, which only your invoicing system and ZATCA can.
Why does the tool say no QR code was found?
The picture may be blurred, too small or cropped too tightly. Try a larger, sharper image with a clear margin around the code, or paste the text your phone scanner shows instead.
Is my invoice uploaded anywhere?
No. The picture is decoded in your browser, and nothing is sent or stored. You can check this by using the tool with your connection switched off.
